520 _aIn order to make the All-India Services, as intended, strong and effective links - between the Centre and the states in our federal polity, the author opines that these services should be kept above party politics. There should be no political considerations in the matter of placements, promotions and disciplinary action, etc. All such matters should be decided on individual merits of the officers by high level Civil Service Boards. These Boards need to be made more effective. The Central Government, the appointing authority of the AIS officers too should be more watchful about the functioning and good conduct of the AIS officers as also acts of undue harassment to any of them serving at the Centre or in the States. - Reproduced.
