Local community participation in development has to be genuinely local and directly related to the people. This calls for attention to basic essentials of a true participation of all sections of the society. The political and societal climate must be such that it allows development of individual ideas and prompts a democratic debate in the community. In a large country like ours, where majority of the population is still rural, it cannot be denied that a strong, more competent, more participatory local government appears as one of the most basic pre-conditions for democratisation of the society. - Reproduced.
