520 _aThe traditional organisation of public institutions is not conducive to the involvement of people. Yet the participation is fast becoming the strategic goal of modern democracies. In the changing paradigm of citizen's partnership and governance the debate is heavily tilted in favour of participation governance. This article analyses the basic tenets of people's participation and its pre-requisities. In the light of various definitions and interpretations it discusses whether it is a means or goal of governance. It highlights available means and opportunities for participation and scope, extent and method of such popular involvement.
