520			_aFiscal situation of the states has run into rough weather due to rapid increase in revenue expenditure without corresponding increase in receipts, extraordinary rise in establishment costs, escalation of debt and its service costs, lower recovery efficiency and rise in unbudget expenditure. This article analyses the fiscal challenges faced by Uttar Pradesh, the largest state in India. Besieged with the task of inducting some budgetary discipline, the state has enacted the Fiscal Responsibility and Budget Management act to lay down fiscal management principles for the guidance of government. An attempt is made here to discuss main weaknesses in the state public administration, financial management, accountability and budgeting. Suggestions have been put forward for improving the short-comings. - Reproduced.
