520 _aLarge funds have been allocated for tribal development through Central and state plans especially after the Fifth Five Year Plan. However, development machinery has not been able to translate monetary resources into physical achievements. Special techno-bureaucratic administrative structures were created to supplement the ones existing earlier. There has been a substantial physical effort in conjunction with the financial outlays. Yet there is only a marginal change in the condition of tribal people. In such a scenario attention needs to be focussed on the capability of institutions and instruments engaged in the task and proper utilisation of available resources in tribal areas. - Reproduced.
