| 520 | _aUrban local bodies (ULBs) are the nerve centres of urban development. There are over 4000 ULBs in India and several thousands of crores of rupees are involved in their operations. They are also one of the oldest institutions in the country incharge of governance at the lowest level in our urban areas. Proper management of their finances is of utmost importance not of the sheer size of each of the ULBs but also of their `public nature'.
