520 _aWomen participation in government bureaucracy at decision-making level is indeed very low and discrimination against women banned under legislation still persists in the Nepalese society. This paper identifies a number of factors that are blocking women's entry into the challenging and rewarding employment of His Majesty's Government (HMG). Household and social obligations, institutional apathy towards gender mainstreaming, patriarchal social structure, male biased socialization of the children, unfriendly towards women etc. are few among them. The paper also suggests recommendations to enhance employment opportunities and promotion prospects for women in the Nepalese Civil Service. - Reproduced.
