520 _aIn line with the overall change in policy approach to women's development from family centered to employment and empowerment-centered approach, the decentralised planning programme in Kerala attempted a gender planning exercise in the local self-governments. The introduction of a special plan component and the recognition of SHGs as ideal institutional arrangement for the economic and other forms of women's empowerment are the two major efforts under the initiative. The paper critically analyses these initiatives especially, the self-help groups and finds that women as a category do face multiple deprivation within the family, irrespective of the income status. The exclusion of a large number of women in these programmes is argued to have adversely affected the goal of economic empowerment of women in general. - Reproduced.
