520 _aThe tribal development lacks a coherent and clear cut policy initiatives. The area specific policies in operations seem to be contradicted by national development policies. On the other hand it seems that National Plan and Tribal sub-Plans are working at cross purposes. The Tribal sub-Plan is a concept of comprehensive plan embracing three groups of economic, social and infrastructural sectors. It will be difficult tasks to arrive at any meaningful figure of outlays under central and state Sub-Plans. What is of greater concern is the fact that no official or un-official document speaks of the outcome of inflows in the tribal areas. Yet, one can comment with certainty about the inadequacy of achievements in tribal health, education, habitation and basic necessities like drinking water. -Reproduced.
