520 _aPublic health infrastructure is grossly inadequate quantitatively as well as qualitatively. The reforms introduced in health sector in the last decade fall to address problems faced by people in the rural and backward areas. Here is an analysis of the constraints in provision of health care in terms of its reach and depth in Andhra Pradesh. The article gauges the extent to which health reform process creates incentives for medical staff. It assesses as to how far it has prompted new forms of civic engagement around health care problems, particularly of poor. These reforms can be termed successful if these could improve basic governance and accountability systems along with performance monitoring policies in public health system. - Reproduced.
