520 _aWith the passage of time and the new and added dimensions that governance has assumed in the years that have followed, the role of a public servant has tended to undergo a change necessitating a gradual effacement of the dichotomy in the roles. But even today, it is hard to say that the bureaucratic mind-set has inflected itself tangibly to take on a revamped role imbibing the ingredients of managerial zest. The article discusses that how greater responsibility of administering an array of functionaries, involvement in planning and development and management place civil servants higher than the manager of an enterprise. - Reproduced.
