| 520 | _aIn a developing country like India, full transition to market systems has to be very wisely and cautiously brought about or else the impacts of change can be inequitable and even catastrophic. The state has still to be the major player in social and economic development of its people in more ways than one. Even in advanced countries the state plays a pervasive role in economic affairs. What we need is not less state but better state. We need to do away with the soft state which makes more laws than it can enforce, which over-centralises, which is driven by ideological posturings, which stifles initiative and creativity and which arrogates to itself functions which can be performed better by people themselves. We need a bold, effective and credible state which trusts people, which governs through policy and bold, open, people-friendly action. - Reproduced. | ||
