520 _aThe basic purpose of this article is to highlight the underlying factors that made the French civil service an efficient and modern organisation. In principle, the French Government has accepted the policy of modernisation of civil service. They consciously slowed down the process of modernisation for implementation of the policy. This article unfolds the reasons behind the slowing down the process of modernisation. Reasons can be political, social and cultural which need to be noted down. The civil service is placed in a cultural matrix of a society. The basic hypothesis is that that any reform in civil service must be carefully planned and implemented in such a manner which does not disrupt the democratic system and social equilibrium. At present the Government of India is following the policy of modernisation. The French experiment can be a lesson for India. - Reproduced.
