520 _aIn the last few years government agencies have turned increasingly to the private sector to come in with them and undertake the provision of essential services like roads, airports ports, power and municipal services. This has stemmed from a realisation in the policy-making levels of government that it would not be practical to rely on public and state agencies alone in such activities.
