520 _aIn spite of an increasing number of users of e-governance services and other internet bases amenities the large segment of user-citizens has not been formally defined and entitled. Unlike the citizen charters adopted by many progressive governments there is no clear cut recognition of the entitlements of a e-client or e-citizen. E-governance has a vast potential to facilitate greater involvement of the citizens to make this a forum for reciprocal interactions.
