520 _aThere are several challenges to achieve the target of universal literacy and education in India. The state efforts being slow and inadequate in this direction, it is the responsibility of the thinking people and the educationists to advocate innovative strategies and explore possible alternatives for overcoming the malady of illiteracy. Besides stepping up allocations for education the government should ensure involvement of educationists and civil society in policy implementations. A strong and effective regulatory mechanism is also required to prevent commercialisation of higher and technical education. Above all an astute leadership and political commitment are needed to achieve, what appears to be a distant dream, total literacy. - Reproduced.
