520 _aThe need for privatisation stems from the "assumption that public sector is wasteful, inefficient and unproductive" particularly in public services. As alienation between public and government servent grows, the bureaucracy which was created as "protection against exploitation" has inself "become the very source of exploitation". Author brings to the fore the following points with regard to privatisation experience in Canada: 1. Government of Canada is very selective in privatisation effort; 2. it may involve "reduction in state provision"; 3. it may involve reduction in state stbsidy; 4. It may imply reduction in state regulation; and 5. it does not simply mean replacement of state by the market forces. S
