But that situation cannot be understood only by alluding to the militarisation of Manipur or by viewing it as a struggle among ethnic groups over resources. The power to let live and take life defines sovereignty not only for the state but also for insurgent groups aspiring for statehod. An analysis of Manipur's present condition should not deny intelligibility to the social life of the people.
