| 520 | _aFor a law which was finally enacted after remaining on the drawing board and at the "debate" stage for several years, there are some serious errors of both drafting and substance which are quite inexcusable. The result is an uneasy truce between the "information seekers" and the "information givers" on certain issues. The appellate structure and penal provisions leave much to be desired. The pendency of appeals shows a rising trend, with longer waits before disposal in SICs and the CIC also. Then, why not extend the reach of existing penal provisions to appellate authorities as well.
