520 _aIn an attempt to ensure that the right to information act is implemented effectively, it is essential that provisions of this law must reach and empower the people, including the poor. It is essentially requires people's participation in governance, government's accountability to the public and transparency in functioning of the entire system. Mere enactment of law cannot create a climate of democratic way of life until it is implemented with strong conviction. A strong will power is required from the part of the givers as well as seekers of information. - Reproduced.
