Since the 1980s the state government finances in Indian economy have been under heavy stress as most of the state governments are facing a worsening budgetary situation which has substantially affected their development expenditure. Hence, there has been a lot of discussion on the problem of fiscal imbalances of the Central Government, but the issue at the state level has not received much attention and Himachal Pradesh is no exception to this.
