520 _aThe prestige, power and responsibilities of the bureaucracy have undergone sea change since the not too distant a past. As the 21st Century advances there would also be a reappraisal of the tasks that the government would be asked to perform. As such the civil servants, will have to be much more professionally competent, upright, sensitive and action oriented. The biggest obstacle to this end seems to be coming from the instances of corruption at various levels that denigrate the reputation of civil servants.
