| 520 | _aThe higher civil service continues to play an important role in the governance system in spite of many questions as to its relevance. This article argues that the recent move to reform the preliminary state of the civil services examination (CSE) must be followed up by the logical next stages so as to improve the recruitment system that is so crucial to the overall personnel management system of government.
