520 _aAndhra Pradesh, unlike state like Kerala. West Bengal, Madhya Pradesh and Karnataka is lagging behind in activating the decentralized planning process. Although AP Government has passed Conformity Act as soon as 73rd Constitutional Amendment Act was enacted, most of the provisions of the Andhra Pradesh Conformity Act have not been made into concrete reality even today i.e., more than after a decade and half of decentralization experience is Andhra Pradesh. The functional devolution states of Andhra Pradesh as compared to some of the well performing states make it clear that AP has not done well in developing functions, finances and functionaries envisaged in the 11th Schedule of the Constitution. Andhra Pradesh Government, despite its prolonged commitment to strengthen planning process, has finally brought the District Planning Act, 2005. However, the guidelines of the working of the DPCs have yet to be formulated to make these institutions functional. Our article addresses overview of decentralization status in AP in general and decentralized planning process in particular. - Reproduced.
