520 _aTransparency international had complied a corruption perception index from 1995 to 2001.India ranked 35 in 1995, and 71 in 2001, only better than indonesia and Pakistan. More recently, World Justice Project Rule of Law index 2011, ranked India as 51 among 66 countries studied. Not that these indices were really needed to drive home the point about perception, given the unearthing of scams of gigantic proportions in the recent months. These have turned the public mood, from extreme cynicism towards corruption in public life to utter disgust, giving rise to a sense of urgency among policy-makers for addressing the issue. This article attempts at analysing the issue of corruption, both at the micro-level as also at the systemic level in a contextual and historical perspective. - Reproduced.
