520 _aIn the wake of globalisation and liberalisation the role and capacity of the state are changing very fast. Some scholars have opined that state is transforming, strategically to adapt the new circumstance, while others see a development of governing arrangements that are autonomous from the state, i.e. governing 'without' government.
