Institutional strategies for decentralization

The author argues that the efforts at area planning and intermediate planning are only institutional mechanisms which led to sharpening the central functions. "Devolation, delegation and deconcentration have been the surrogates of true decentralisation". Circumventing basic issues of local decision-making, local control over administration, local control over technicians and local controls over budgets and resource mobilization will not do good any longer.
