The purpose of this reform [i.e. the ongoing administrative reforms prior to the 1998 programme] is to rationalize the administrative relationships, streamline organizations, reduce the size of staff, perfect the operational mechanisms of administration, raise administrative efficiency, improve personnel quality, develop human resources, and further promote the fast development of economic construction and social causes through transformation of government functions.
