It considers how two councils, Rotorua Lakes and Waipa, identified a strategic gap in their policy capability and saw the need for a collaborative approach to addressing it. The think tank is expected to take a long-term strategic approach by facilitating access by New Zealand councils to international experience and research, and by working with councils to develop responses to major long-term trends, including demographic change and the impact of technological change on local employment markets. - Reproduce
