Summary, etc. Administrative reforms have been made by the successive governments of Nepal during the past four decades. Most of the reform commissions and reports diagnosed the problems correctly and recommended reform measures which could have transformed the civil service. However, the reform measures were taken in a piece-meal basis and never a whole series of concentrated actions were taken except under the Administrative Reorganisation Planning Commission headed by then Prime-Minister Tanka Prasad Acharya in 1956.
