Most of the reform commissions and reports diagnosed the problems correctly and recommended reform measures which could have transformed the civil service. However, the reform measures were taken in a piece-meal basis and never a whole series of concentrated actions were taken except under the Administrative Reorganisation Planning Commission headed by then Prime-Minister Tanka Prasad Acharya in 1956. The newly elected Government in Nepal has undertaken the tasks of eradicating poverty and improving the overall condition of people as primary responsibilities, which would be possible only through an effe
