The functional needs of decision-making in public bureaucracy is well known. But just as human nature is far from perfect, those who make decisions are also far from perfect. This paper deals with fundamentals of decision-making in the context of political, social, economic and cultural environment and places a premium on improvement of decision-making technique in formulating, implementing and coordinating public policies.
