Civil Military relationship in India has been the subject of intensive analysis and discussion in India specially after Independence. Usually, the topic is taken to mean the interaction between the civilian bureaucracy in the Ministry of Defence and the Military establishment. But in its broader sense it includes the civilian Ministers /State Ministers heading the Ministry of Defence also. With the creation of a separate Department of Military Affairs under the Chief of Defence Staff, the interaction between the Military and the civil bureaucracy in the Defence Ministry has substantially reduced. However why does this acrimony between the two verticals still remain? For this we will have to go back a bit in history. – Reproduced |
