With the creation of a separate Department of Military Affairs under the Chief of Defence Staff, the interaction between the Military and the civil bureaucracy in the Defence Ministry has substantially reduced. However why does this acrimony between the two verticals still remain? For this we will have to go back a bit in history. – Reproduced
