Summary, etc The local community has been delegated substantial rights in the administration of primary education since the nineties across the country. This article looks into the context in which the decision for the involvement of the local community (or decentralisation) has been effectuated by the Government of Bihar. Based on an empirical account, of the working of Vidyalaya Shiksha Samiti (VSS) or School Education Committee, this paper points out how the ‘politics of learning’ co-constitutes ‘school space’, thereby helping us understand the limits to decentralisation. –Reproduced
