Despite strong mobilisation efforts since 1953 and numerous private member bills, domestic workers in India remain unrecognised as a sector requiring welfare and protection. This paper examines the legislature’s historical approach to DWs, arguing that legislative lethargy perpetuates durable inequality. It explores the connection between social movements and legislative efforts from 1950 to 2020, using parliamentary debates, gazette notifications, judgments, and secondary materials on mobilisation and policy. The study highlights the persistent denial of rights and protections for this workforce over seven decades, despite ongoing advocacy and claim-making attempts.- Reproduced
