This paper examines the legislature’s historical approach to DWs, arguing that legislative lethargy perpetuates durable inequality. It explores the connection between social movements and legislative efforts from 1950 to 2020, using parliamentary debates, gazette notifications, judgments, and secondary materials on mobilisation and policy.
