| Summary, etc | This paper examines the fiscal behaviour of the states for the period between the Ninth and Fifteenth Finance Commissions. An integrated approach is adopted, wherein fiscal consolidation on the revenue account, federal fiscal transfers, and the Fiscal Responsibility and Budget Management Act are analysed in a single framework.
