An integrated approach is adopted, wherein fiscal consolidation on the revenue account, federal fiscal transfers, and the Fiscal Responsibility and Budget Management Act are analysed in a single framework. We argue that the Sixteenth Finance Commission takes an integrated approach and ensures that states revert to the desired fiscal behaviour. – Reproduced
