| Summary, etc | Since the beginning of reforms and opening-up, China has explored the route of state-owned enterprises (SOEs) with changes appropriate to China’s national conditions and Chinese features. One of the main elements of the state’s capitalism reforms is SOE reforms (Yelery, 2021). Even with SOE productivity below ideal levels, China’s rapid economic growth has persisted. The ‘Chinese Puzzle’ of the expansion is explained by SOEs.
