International Review of Administrative SciencesSummary: This article seeks to take stock of a number of important themes relating to the contemporary context in which all public service training institutions are working. The obvious danger of such an exercise is that we could end up reducing complex issues to absurdity or trite truism. Nevertheless, it is possible to identify the broad backcloth to public service training as we approach the millennium. The discussion draws on the experience of an institution which is rooted in the academic world rather than constituted as an agency of government. The issues raised, however, are of common concern, even if some institutions find some of them either easier or more difficult to handle than others do
