In contrast, nations such as Bangladesh, Pakistan, and Afghanistan face systemic challenges, including low budget allocations, inadequate teacher training, and limited infrastructure, which hinder equitable educational outcomes. The study underscores the critical need for sustained investment in primary education as a foundation for human capital development. It highlights the importance of increasing budgetary allocations, enhancing teacher training, and addressing disparities in rural and underserved areas.
