The broad policy framework for development of education and eradications of illiteracy has set ambitious goals in terms of outlays as well as achievement targets. An attempt is made here to analyse the state expenditure on education and the actual benefits that have accrued to the society. The article evaluates various schemes that are in operation in different parts of the country to universalise primary education and bring higher levels of literacy. -Reproduced.
