The changed scenario in wake of liberalisation and privatisation requires that the state should not only monitor enforcement of the rules of fair play in key privatised sector but also ensure adequate allocations for social sector. Liberalisation may mean erosion and sometimes elimination of state institutions in social sector. This could be perilous for a nation that has pushed equity and social justice as equally important a goal as economic growth.
