Government capacity to set up appropriate regulatory systems and consequently make appropriate decisions about private sector participation can determine which partnership options are most suitable for the country. Also the regulatory system selected by government can considerably affect the business environment, and, as a result, determine the competitiveness and ability of private operators to efficiently conduct business. This article assesses scope for PPP in the key areas for effective human development, viz. education, health care, water and sanitation. - Reproduced.
