Indian Journal of Public AdministrationSummary: The Panchayati Raj movement started with laudable objectives and hopes. A new democratic structure was devised on the assumption that the establishment of a chain of new democratic institutions at the grassroots level would bring democracy at the doors of the people, that it would evoke people's participation and open many more avenues to the rural community for their participation in the political process of the country. There is no doubt that the developmental programmes have not been channelled through Panchayati Raj fully, but it must be understood that there are many achievements to its credit in introducing a process of democratic seed drilling in the Indian soil, in breaking the gulf between the bureaucratic elite and the people and in generating a new leadership. However a number of factors may also portray a dismal picture of Panchayati Raj Institutions (PRIs) which have always been suffering from the lack of faith on the part of political leaders and administrators. - Reproduced.
