Does education matter? what can education offer th public administrator that position cannot? Jae-Won Yoo andd Deil S. Wright examine empirically the extent to which educational specialization and formal administrative position explain variation in the intergovernmental perspectives of one cohort of state-level actors- the heads of state agencies receiving federal aid. They compare administrative staff generalists and those with public administration (PA) degrees with line-agency heads and those without PA degrees and discover significantly higher percieved national influence (PNI) scores in the latter.
