Poor performance how much due process? - 1995 - p.17-19 - Summer

The federal government appears to be constantly trying to get a handle on the problem of how to handle poor performers. In 1978, President Jimmy Carter triumphantly announced the solution with the enactment of the Civil Service Reform Act (CSRA). It was now easier to fire incompetent federal employes because "due process" barriers were removed or reduced. This article examines and evaluates the basic due process rights that currently are available to an alleged poor performer before an agency can effect a performance adverse action
